We have two big updates on potential new oil fields in the UK:
- Ithaca Energy has resubmitted its application to develop the Cambo oil field.
- OPRED has published a further information request for Rosebank, the largest undeveloped oil field in the UK.
If developed, Cambo and Rosebank’s combined emissions would create nearly as much CO₂ as the whole of the UK produces in a year.

Cambo is back for round two
Rosebank’s co-owner Ithaca Energy, owned by Delek, has submitted an application to the government to get Cambo approved for drilling.
The UK government tried to sneak permission for this oilfield back in 2021 while hosting COP26. Thousands of people across the world refused to let Cambo happen, and we won: we forced Shell to pull out from the project. This was an incredible victory that gave people across the world hope that we can win against Big Oil’s biggest players, even Shell.
Now, Rosebank’s co-owner Ithaca Energy, owned by Delek, wants to take over the challenge of reviving Cambo. They’ve submitted an application to the government to get Cambo approved for drilling and the public consultation is now running until 18th April.
Rosebank decision delayed
We were expecting to hear if Rosebank has permission from the government to go ahead during the spring. However OPRED (part of the Department for Energy Security and Net Zero which ensures compliance with environmental legislation) has published a further information request for Rosebank (14 pages !), asking the developer to provide much more information regarding the potential Scope 3 emissions of the project.
There is no deadline for Equinor to respond, and once OPRED receives the submission, they will consider whether there will be another public consultation.
As a result, we are no longer expecting the Rosebank decision to come imminently, and our best guess is “before the end of August”.
